HAJIPUR, Bihar: The inquiry into allegations against Hajipur Nagar Parishad Chairperson Sangeeta Kumari has moved into the documentary-verification stage, with the inquiry committee directing the municipal council to produce official records concerning PMAY benefits allegedly provided to Surtiya Devi and the appointment of Sonu Kumar.
In a letter dated September 22, 2026, the inquiry committee-cum-assistant collector, Vaishali, directed the executive officer of Hajipur Nagar Parishad to provide the records. The communication, Letter No. 233, refers to District Magistrate Vaishali’s order No. 1802/Go. dated September 18, 2026, under which the five-member inquiry committee was constituted.
The latest move follows intervention by the Tirhut Divisional Commissionerate, under which Vaishali district falls, after complainant Subhash Kumar Nirala, a former Hajipur Nagar Parishad ward councilor, said his earlier representation to Vaishali District Magistrate Varsha Singh had not resulted in the requested inquiry.
Panel seeks two sets of municipal records
The September 22 communication specifically seeks:
- Verified copies of records concerning the alleged PMAY benefit provided to Surtiya Devi.
- Complete records relating to the appointment of Sonu Kumar in Hajipur Nagar Parishad.
The executive officer has been directed to make the relevant records and supporting documents available to the inquiry committee. The letter does not make any finding on the allegations. The records have been sought as part of the committee’s fact-finding exercise.
Complaint moved from district to divisional level
According to documents associated with the complaint, Nirala initially approached the Vaishali district magistrate with allegations concerning Sangeeta Kumari and people he identified as being connected with her. After the requested inquiry did not follow, Nirala approached the Tirhut Divisional Commissionerate seeking intervention.
The complaint was subsequently forwarded to the Vaishali administration with directions to examine the allegations and submit a report. The district magistrate’s Sept. 18 order then formally constituted the five-member inquiry committee. Thus, the formal district-level probe followed intervention at the divisional level.

- Senior Treasury Officer, Hajipur — Member
- District Sub-Registrar, Hajipur — Member
- Revenue Officer, Hajipur — Member
The committee brings together officials responsible for administration, departmental inquiry, treasury, property registration, and revenue matters.
Complaint contains wider allegations
Nirala’s complaint contains allegations concerning Sangeeta Kumari and several people whom he identifies as being connected with her.It raises questions concerning alleged property transactions involving Surtiya Devi, Sandhya Chaudhary and Vikram Kumar Nishad, along with questions about sources of funds and relevant official records. The complaint also seeks verification of Sonu Kumar’s appointment in the Nagar Parishad. All such allegations remain unverified and subject to the inquiry.
Documentary scrutiny now under way
The latest requisition indicates that the inquiry committee is seeking primary records directly from the municipal authority as it examines the complaint. The complainant has also been asked separately to produce documents and evidence supporting his allegations.
The committee’s findings will determine whether the allegations are substantiated and whether any further administrative or legal action is warranted. Neither the inquiry order nor the Sept. 22 requisition establishes wrongdoing by Sangeeta Kumari or any other person named in the complaint. The matter remains under inquiry.
