Odisha unveils 870-acre Silicon Valley plan, semiconductor investment proposals reach ₹23,600 Cr

NEW DELHI; Odisha is stepping up efforts to establish itself as a semiconductor and electronics hub, with Chief Minister Mohan Charan Majhi holding talks with global and domestic technology companies at SEMICON India 2026 and announcing plans for an 870-acre Odisha Silicon Valley near Cuttack.

The state government received investment proposals worth about ₹23,600 crore with the potential to generate 6,100 jobs, according to the information released during the event. The proposals span the semiconductor and electronics ecosystem and are part of Odisha’s efforts to develop a broader semiconductor value chain under India’s Semiconductor Mission 2.0.

Majhi held meetings with semiconductor and technology companies, industry organizations and international delegations from Japan, Sweden and Taiwan. Companies involved in the engagements included Lam Research, Applied Materials, SiCSem, 3D Glass Solutions, Cyient, Linde and HORIBA India.

The state also signed a Letter of Intent with QuadQuantum for a semiconductor facility to manufacture silicon carbide substrate wafers.

Odisha Silicon Valley planned near Cuttack

Majhi announced that the Odisha Silicon Valley will be developed across 870 acres at Naraj, near Cuttack, to accommodate major electronics and information technology projects.

The site is connected to the Cuttack-Bhubaneswar urban corridor and has access to the ports of Paradip and Dhamra as well as major national highways. The state government said the location could serve as a hub for semiconductor supply chains, logistics and allied industries.

The proximity of the site to the Mahanadi River is also expected to provide a locational advantage for industries requiring substantial water supplies, while its connectivity and infrastructure are being positioned as supporting factors for semiconductor manufacturing and electronics projects.

“Odisha’s semiconductor journey is moving rapidly from intent to implementation,” Majhi said. He said the state was seeking to attract the next wave of semiconductor investments and create an ecosystem where Indian and global technology companies can manufacture, innovate and expand.

State showcases semiconductor projects

At SEMICON India 2026, the Odisha Pavilion featured projects involving RIR Power, SiCSem, 3DGS and ARF Design, along with educational institutions including NIT Rourkela and PMEC Brahmapur that are working on what the state describes as the first batch of Made-in-India chips.

The pavilion also features a “Sand to Silicon” installation designed to highlight Odisha’s transition toward advanced technology and semiconductor manufacturing. The presentation links the state’s traditional resource-based economy with its stated ambition of moving from a “Mine Economy” to a “Mind Economy.”

Policy support expanded

Odisha has also been expanding its policy support for the semiconductor sector. The state has aligned its Semiconductor Policy with the evolving India Semiconductor Mission 2.0 and, through a recent third policy amendment, expanded support for segments including semiconductor equipment, semiconductor-grade gases, raw materials and supply chains.

The amended framework provides an additional 25% fiscal support for ISM-approved projects in those areas. It also includes provisions covering engineer relocation, workforce training, internships, international patents and research and development.

“Our approach is to build the ecosystem around semiconductor investments, not look at projects in isolation,” said Mukesh Mahaling, Odisha’s minister for electronics and information technology.

Mahaling said the state was expanding support beyond semiconductor projects themselves to equipment, materials, gases and supply-chain activities while investing in specialized talent.

Odisha is presenting the semiconductor push as part of its broader strategy to attract technology investment and build an integrated electronics ecosystem.
