NEW DELHI: The Election Commission of India (ECI) has launched a Special Intensive Revision (SIR) of electoral rolls in Bihar, aiming to verify the eligibility of voters across the state ahead of upcoming electoral milestones.
According to the ECI, the drive has already begun in all 243 assembly constituencies with active participation from political parties, Booth Level Officers (BLOs), and local volunteers. The revision process ensures adherence to Article 326 of the Constitution, which mandates that only Indian citizens aged 18 or above and ordinarily residing in a constituency are eligible to vote.
Currently, 77,895 BLOs are engaged in the verification process, with an additional 20,603 officers being deployed to manage newly created polling stations. Over 100,000 volunteers are also assisting elderly, sick, poor, and disabled voters in filling up new Enumeration Forms (EFs).
The ECI reported that political participation has been robust. Recognized national and state political parties have so far appointed 154,977 Booth Level Agents (BLAs), with scope to appoint more in the coming days.
Printing and door-to-door distribution of new EFs for Bihar’s 78.9 million registered voters has commenced. The ECI has also enabled online submission of the forms, which officials say is proceeding smoothly.
Of the total voters, 49.6 million—those already listed in the 2003 revision—will need to verify their details and resubmit the EF.
“All divisional commissioners and district magistrates are coordinating the full-time deployment of BLOs,” the commission said. SMS notifications are being sent to over 57.4 million registered mobile users to ensure wide outreach. The ECI confirmed that all activities under the SIR are progressing as scheduled.
