ROME: International public administration must embrace digital transformation while keeping human intelligence, inclusion, and the common good at the center of governance, International Institute of Administrative Sciences (IIAS) President Voruganti Srinivas said today.

Addressing the 51st European Group for Public Administration (EGPA) Conference at Sapienza University in Rome, Srinivas said the conference’s theme, “Public Governance for the Common Good: Human Intelligence Serving the Global Community,” underscored the need for next-generation reforms and stronger international cooperation. The conference drew more than 900 submissions from over 70 countries.

Srinivas outlined a vision for the IIAS as a digitally agile, knowledge-rich institution supporting governments, civil servants, researchers, and practitioners. He called for “collaboration without borders, knowledge without boundaries, and governance without exclusion” as public institutions confront increasingly complex global challenges.

Drawing on India’s governance experience, he highlighted digital public infrastructure, citizen-centric service delivery, grievance redressal, capacity building, and artificial intelligence as key elements of modern administration. He also cited Rajasthan’s use of digital platforms, performance analytics, and infrastructure monitoring as examples of technology-enabled subnational governance.

Looking ahead, Srinivas proposed stronger EGPA engagement on digital transformation, sustainability and citizen-centric governance, alongside deeper cross-national research and closer links between academia, policymakers, and practitioners.
