NEW DELHI : For the Indian bureaucrat, a life membership at the Indian Institute of Public Administration (IIPA) was once the ultimate career milestone. It represented more than just a line on a resume; it was a lifetime pass to a sanctuary at the heart of the capital—a place where a retired Chief Secretary from Kerala or an academic from Assam could find a bed, a library, and a community.
But in 2026, that “sanctuary” has become a statistical impossibility. With a membership base that has surged past 11,500, and a stagnant inventory of just 67 hostel rooms, the IIPA is facing a crisis of faith that threatens its identity as a membership-based society.
The Tripathi Legacy: Software Upgrades, Hardware Neglect
The current state of affairs is viewed as the fallout of a “long innings” under former Director General S.N. Tripathi. His tenure was, by most academic measures, a digital triumph. He successfully tethered the IIPA to Mission Karmayogi, transforming the Indraprastha Estate campus into a high-tech hub for the iGOT digital learning platform.
However, critics argue this progress came at a steep human cost. In 2021, Tripathi lifted a moratorium on life memberships, triggering a massive influx of new members and revenue. But while the bank accounts swelled, the campus footprint remained frozen. Under this “Digital First” era, the institute effectively became a government contractor, prioritizing high-revenue Mid-Career Training Programmes (MCTP) that block rooms for months, leaving life members out in the cold.
The Math of Exclusion: A Tale of Two Tiers
The numbers reveal a staggering “loophole” in the institute’s promise of “due facilities.” While the institute boasts an ISO 9001:2015 certification for quality management, that quality rarely extends to the outstation member.

A Tale of Two Clubs: IIPA vs. IIC
The frustration among IIPA members is sharpened by the sight of the India International Centre (IIC) just a few kilometers away. The difference in the membership “compact” is stark:

The AGM Insult: Every year, the IIPA issues a circular for its Annual General Meeting (most recently in October 2025) essentially telling its members to “make alternative arrangements for their stay,” despite many being life members who have supported the institute for decades.
Challenges for the New Guard
The current Director General inherits an institution that is wealthy in data but poor in stakeholder trust. The challenge for 2026 is no longer digital—it is deeply physical.
To bridge the gap, the administration must move beyond “Mission Karmayogi” and launch a “Mission Member.” This includes building transparent booking systems, securing MoUs with State Bhavans for “overflow” housing, and answering the uncomfortable question: Is the IIPA a vibrant membership society, or just a government guest house for hire?
Until then, the IIPA remains a prestigious club where you are always invited to join, but—statistically speaking—you’ll never be able to stay.
