NEW DELHI – Union Minister for Communications Jyotiraditya M. Scindia chaired the Bharat Sanchar Nigam Limited (BSNL) Strategic Review and Planning Meeting for 2025–26 on July 28, 2025, alongside Minister of State Dr. Chandra Sekar Pemmasani. The meeting, attended by the Chief General Managers (CGMs) from all 32 BSNL Circles, focused on setting the direction for the company’s growth in the coming year.
Scindia highlighted the strong financial turnaround of BSNL, marking its first back-to-back profitable quarters in 18 years, with ₹262 crore in Q3 and ₹280 crore in Q4. He emphasized the importance of sustaining this momentum for long-term growth, noting a significant rise in EBITDA from ₹2,164 crore in FY 2023–24 to ₹5,396 crore in FY 2024–25, with the EBITDA margin improving from 10.15% to 23.01%.
For the first time, Scindia engaged all 32 CGMs in a 12-hour strategic dialogue, underscoring the importance of a bottom-up leadership culture. “Each one of you is not merely a CGM; you are the CEO of your respective Circle,” he said.

Scindia requested detailed case studies from high-performing Circles, including Maharashtra, Jharkhand, Haryana, and Chhattisgarh, to be presented at the next quarterly review. These will serve as models for regional innovations that can be replicated across the company.
The Minister stressed the need for improving Quality of Service (QoS) and customer trust as central pillars of BSNL’s strategy. “If you improve service quality, customers will follow. Every plan must focus on measurable QoS improvements and building consumer trust,” he stated.
The review meeting set the stage for BSNL’s continued role in India’s telecom and digital transformation, with Scindia concluding, “We are steering BSNL to be a robust player in India’s telecom and digitization journey, in line with the Prime Minister’s vision.”
