New Delhi: Controller General of Communication Accounts (CGCA) Vandana Gupta on Monday inaugurated the Delhi Circle Pension Campaign at the Office of Principal CCA Delhi, urging all field offices to ensure 100% Digital Life Certificate (DLC) submission to enhance transparency and service delivery for pensioners.
Gupta personally submitted a Digital Life Certificate on behalf of a pensioner to mark the campaign’s launch and interacted with retirees to address their concerns. She also inaugurated a health check-up camp and a cybersecurity awareness initiative highlighting the Sanchar Saathi portal, which helps pensioners safeguard against telecom fraud.
The campaign is part of the 4th National Digital Life Certificate (DLC 4.0) drive, the country’s largest outreach initiative for pensioners, led by the Department of Pension and Pensioners’ Welfare (DoPPW). The nationwide program, running through November, is being implemented in collaboration with CGCA, CGDA, 19 pension-disbursing banks, India Post Payments Bank, UIDAI, and the Ministry of Electronics and IT.
As part of the initiative, the O/o CGCA will organize 320 pension camps across India, up from 226 last year, aiming for full DLC coverage. Nearly 1.6 lakh digital certificates have already been collected this fiscal year, with special assistance planned for about 22,300 pensioners whose certificates are due to expire this month.
Gupta said the SAMPANN portal, which digitizes pension disbursement for nearly 3.9 lakh beneficiaries, has streamlined processes and saved over ₹40 crore annually. The system provides e-PPOs, real-time payment tracking, grievance management, and direct credit to pensioners’ bank accounts, ensuring faster and more transparent service.
Launched by Prime Minister Narendra Modi in 2018, the SAMPANN initiative reflects the government’s focus on “Minimum Government, Maximum Governance”, offering seamless digital pension delivery for Department of Telecommunications retirees nationwide.
